Regulatory decisions are measured against a short set of principles.

  • Transparency: status is on the register, not in a private assurance.
  • Specificity: a licence covers the entity, categories, domains, and addresses named on it.
  • Consistency: the same conditions attach across the register.
  • Accountability: only the Authority can move a filing to active.
  • Proportionality: a direction can require a change before status itself changes. Suspension and revocation are the sanctions the public can see.
