The Authority exists so that permission to offer remote gaming from Anjouan is specific, published, and supervised.

Issue a licence only to a legal entity that is fit and proper.
Name the domains and addresses the permission covers.
Keep the public register as the record of status.
Require holders to protect adult players and identifiable customer funds.
Publish suspension and revocation when a licence is no longer in good standing.
